Jaybird Monument

The ongoing issue of what to do with the Jaybird-Woodpecker War monument on the grounds of Richmond City Hall may finally come to pass this week. The city of Richmond will hold a City Commission meeting starting at 6 p.m. Monday, Oct. 19.

Due to the ongoing COVID-19 pandemic, the public will not be allowed to attend the meeting. However, the meeting will be broadcast live via Zoom at (Meeting ID: 981 9876 6672) via telephone by calling 346-248-7799 and entering the meeting ID 981 9876 6672.

The controversial monument is currently located on the southeast corner of City Hall at 402 Morton St. in Richmond. If the commission approves an interlocal agreement with Fort Bend County, the monument would be moved to Hodges Bend Cemetery in Sugar Land at 17245 Old Richmond Road.

The historic cemetery dates to 1836. The last burial in the cemetery was in 1942.

The Jaybird monument is an obelisk that stands outside Richmond City Hall and pays homage to “OUR HEROES.” Its inscription reads, “Capable county government and their fellow citizens have reared this monument to their memory and as a promise to them that their principles shall be maintained for all time to come. Go stranger and to the Jaybirds tell, that for their country’s freedom they fell.”

The “heroes” are H.H. Frost, L.E. Gibson and J.M. Shamblin, who were devoted to overthrowing the Woodpecker Republican stronghold and denying Blacks the right to vote or run for office. They successfully led a bloody confrontation with the Woodpeckers and African-Americans were denied the right to vote in primary elections or hold public office until 1953.
